Council Give Up On Litter



Newport City Council have been accused of “giving up” on trying to combat street litter after Just 20 fines have been issued in 2020.


A freedom of information request issued by the St.Julians Conservatives Group, also revealed that the number of fines issued for general street littering has dropped by three-quarters over the last 5 years.

906 fines were issued for general street litter throughout 2016, although two years later this had dropped to just 183 in 2018 and 252 in 2019. However, this year so far only 20 fines have been issued for street littering with just 3 individuals prosecuted. The number of fines issued for large scale fly-tipping for 2020 is nine.

The number of offenders taken to Court for street littering has also dropped sharply over the last 5 years with 183 individuals prosecuted in 2016 compared to just 21 in 2018 and 24 in 2019.

Fines for dog poo mess have also dropped from 11 issued in 2016 to 4 in 2019 and no fines issued this year in 2020.

Local resident Cheryl Hider who lives on the Old Barn estate in St.Julians said “Fly-tipping and street rubbish is a real problem. The communal bins outside our block of flats were featured in the news after Christmas with photos of large amounts fly-tipping. Currently, our bins have not been collected for 5 weeks. There have been videos of rats running around the estate. It’s not good. I know times are tough at the moment, but more needs to be done by the Council.”

St.Julians Conservative Campaigner Michael Enea said “I acknowledge that this year has been particularly difficult in respect of COVID19, however we have seen an alarming increase in fly-tipping and street litter. I’m genuinely shocked that just 20 fines have been issued for street litter? You do get the impression that the Council have largely given up. This is totally unacceptable.”

Newport Conservative Group Leader, Cllr Matthew Evans said “Whilst I appreciate a lot of this was during the lockdown period, there has appeared to be a huge increase in reports of street littering. I’ve received numerous complaints from local residents. It’s extremely disappointing to see little-to-no action taken and so many people being able to openly abuse the law.”
