Fines in Newport Drop Dramatically

FINES FOR STREET LITTER & DOG FOULING ‘DROP DRAMATICALLY’ IN NEWPORT


A recent freedom of information request (FOI) from the Newport Conservative Group has shown a ‘dramatic drop’ in the number of fines issued by Newport Council for street litter, dog poo fouling and fly-tipping.

In March 2017, the South Wales Argus revealed 940 fixed penalty notices (FPNs) had been issued by the Council over a 9 month period. Almost all of the fines were issued for littering.

However, a new FOI from the Newport Conservative Group shows a very sharp decline with 263 fines issued for street litter (over 12 months from 23rd October 2017). Just 7 fines were issued for dog poo fouling and only 4 for fly-tipping. There were no fines issued for excessive kerbside rubbish left on collection days.

In contrast another FOI sent by the Conservatives to Rhondda Cynon Taff Council showed there had been 9 times more fines there with 2319 issued for street litter, 75 for dog poo fouling and 251 for excessive kerbside rubbish disposal. The same FOI sent to Bristol Council revealed 10,146 fines issued there:- over 38 times more than Newport.

Newport Conservative Group Leader Cllr Matthew Evans said “This is a huge issue in Newport. The public are rightly frustrated with the state of our streets. I often join teams of people who clean our streets as part of community litter pick days. I see so much passion from volunteers, but they are being badly let down by our Council.”

Cllr Evans added “Instead of tackling the culprits, the Council’s answer is to float the idea of penalising everyone with smaller bins or three weekly rubbish collections. This is wrong. Are the Council taking enforcement seriously?”

Newport Conservative Party Chairman Cllr David Fouweather said “Our Labour led Council is failing in so many areas. We’re constantly hearing feedback from residents who are unhappy with general state of our City in terms of dirty streets, litter and fly-tipping. Newport is awash with rubbish. The FOI statistics are very worrying.”


Michael Enea who jointly runs the St.Julians Litter Pick Group said “Urgent action is needed. We need a real crack-down with much stronger enforcement. The Council needs to stop with the lip service and tackle the problem head on.”
